does this patch mean that you still need the rosedale plugin in your project?  if not then why not just used tiled by itself?

Well, If I recall Tiled is no Game Engine on it's own correct?

This is meant to be used inside Rpg Maker MV.

And you are correct with needing the previous plugin from Rosedale for this.
